DOP focuses on skills based hiring for many of its positions. That means providing equal opportunity to the many professional individuals in West Virginia who have developed their skills outside of higher education. As a commitment to focusing on skills based hiring, DOP is a member of the 2026 Transformers in the Public Sector Cohort offered by Opportunity@Work–an organization dedicated to promoting workers who are Skilled Through Alternative Routes (STARs).
This cohort will help DOP continue developing and implementing skills-based hiring practices for various positions within state government.
